Comprehensive Plan

Cities planning under the Growth Management Act are required to have a Comprehensive Plan. A Comprehensive Plan is a long-range planning document that outlines the city's policies, goals, and implementation strategies for guiding future growth and development in the city over the next 20 year horizon. It addresses such topics as land use, housing, recreation, transportation, utilities, and economic development. Additionally, the comprehensive plan provides the foundation to which city regulations are developed from.


  • The City's current General Comprehensive Plan was adopted July 6, 2015 with an effective date of July 14, 2015. The next periodic update of the City's comprehensive plan will be due in 2023. 
  • The Water Comprehensive Plan element is currently going through Department of Health agency review. It is anticipated that a response from DOH will be submitted in December 2015.
  • The Sewer Comprehensive Plan element has been reviewed and approved by Department of Ecology. The plan will move to the Planning Commission for a public hearing and additional approval.
  • The Transportation Comprehensive Plan element is still under development. As such the 2005 Transportation Comprehensive Plan element will remain in effect until final adoption of the new plan.
