Permit Applications

The City of Arlington is excited to announce an upgrade to the permitting software of which has been launched and is up and running.  We understand that changes can be challenging, and we appreciate your patience and cooperation as we strive to make this process as smooth as possible. 

The Community Development Department processes, reviews, and approves building, land use, and civil permits. Permit applications can be submitted online via the Citizen Portal by clicking the Apply Online Button below. All permits will be reviewed, and the applicant will be contacted when the permit is approved or if additional documentation is required. Permit payments can be made via the Citizen Portal as well.

How to Apply for Permits:


  1. Click on the Apply Online button above. This will take you to the online submittal portal.
  2. Login or Register for an account at the top of the page. Please contact the Community & Economic Development Department at 360-403-3551 if you have any questions regarding your account. Usernames and passwords utilized with the previous software were not transferred to the new system.
  3. Choose the appropriate permit application type: 
    1. Building and Fire Permits  
    2. Planning and Civil Permits
  4. Once inside the portal, navigate to the left side of the screen and choose one of the following depending on your submittal type:
    1. Apply for Permit
      1. Use this to apply for Building Permits
    2. Apply for Project
      1. Use this to apply for Civil Permit and/or Land Use Permits
  5. Follow the General Instructions on the chosen page for specific permit submittal instructions. 
  6. Please be sure to have the following information for the application process:
    1. Property Address or Parcel Number
    2. Contractor Information 
  7. Payment will be required at time of submittal and prompted during the application process.

Submittal Information:

Building Permits require additional information to be submitted with the application and may include the following documents; Site Plan, Architectural Plans, Structural Engineering, Geotechnical Report, and Specifications. Submittal requirements can be found with the application for the particular permit type. Please include all the documents required for your permit type.

Land Use Permits require additional information to be submitted with the application and may include the following documents; Site or Subdivision Plans, Landscape Plans, Preliminary Civil Plans (water, sewer, storm, streets, etc.), Building Elevations, Project Narrative, Legal Descriptions or Survey, Vicinity Map, SEPA Checklist, Complete Streets Checklist, Critical Area Report, Archaeology/Cultural Report, Geotechnical Report, Traffic Impact Study, Drainage Report, Public Notice Materials, Title Certificate, Lot Closures. Submittal requirements can be found with the application for the particular permit type. Please include all the documents required for your permit type.

Civil Construction Permits require additional information to be submitted with the application and may include the following documents; Site Plans, Landscape Plans, Civil Construction Plans (water, sewer, storm, streets, etc.), Project Narrative, Survey, Drainage Report, Geotechnical Report, SEPA Checklist, Sureties/Bonds, As-Built Plans, and CAD Drawings. Submittal requirements can be found with the application for the particular permit type. Please include all the documents required for your permit type.
